"− International legal cooperation and transatlantic cooperation are fundamental to the fight against terrorism. That is why the existence of a long-term agreement between the European Union and the United States dealing with the prevention of terrorism financing should be welcomed. Nonetheless, such an agreement cannot put the privacy of the transactions of natural and legal persons at risk. For that reason, European legal requirements for the fair, necessary, proportionate and lawful processing of personal information are of paramount importance and must therefore continue to apply in all circumstances. The EU must lay down the fundamental principles governing the forms of general cooperation with the US for counterterrorism purposes and the mechanisms for passing on information on transactions by its citizens that are considered suspicious or irregular. An EU/US legal-cooperation agreement dealing with the prevention of terrorism financing must be signed, ensuring that personal data transfers respect the rights and freedoms of European citizens and companies, and that their security is protected, without putting the privacy of their transactions at unnecessary risk."@en1
