The increase in external agencies has been playing an important role in concentrating the technical and administrative capabilities that support decision making in the Commission. The fact that they are scattered throughout EU territory also allows the institutions to really get closer to the public, increasing their visibility and legitimacy. Although the increased number of agencies is, in general, positive, the truth is that it creates challenges regarding the monitoring and evaluation of their performance. For this very reason, following the adoption of the Commission communication ‘European agencies – the way forward’, of 11 March 2008, Parliament, the Council and the Commission relaunched the project of defining a common framework for the agencies and, in 2009, set up an interinstitutional working group. I think that this group will play a fundamental role in eliminating the problems that the Court of Auditors has identified in several of the agencies, many of them in common, and in defining a common framework that will allow for better financial and budgetary management in the future."@en1
