"A vote for discharge does not mean that the situation is totally ideal. I think that the situation is evolving in the right direction, but at too slow a rate. The number of errors has fallen, but we have still not reached the ‘tolerable error level’. I wish to stress the need to make it compulsory for all Member States to submit national management declarations, just as Parliament has repeatedly requested. I am opposed to the traffic-light system (red, amber, green) for Romania and Bulgaria alone, as this would be a discriminatory measure. There are shortcomings in many other Member States, and common monitoring rules need to be applied."@en1
