lpv:translated text	"The report on support for disadvantaged rural regions has the aim of redefining the disadvantaged areas of the EU and reforming their financial and structural assistance. Member States have previously identified as disadvantaged more than half of all land used for agriculture in the EU, and it is therefore essential to redefine the concepts and conditions applying to such land. Support for rural development from the European Agriculture Fund allows Member States, within the framework of improvements to the environment and the countryside, to make payments for natural disadvantages in mountain areas as well as payments in other disadvantaged areas. These payments should, through the permanent use of agricultural land, contribute towards the preservation of the countryside and support for sustainable systems of agriculture, and should compensate for additional costs and lost earnings. Research has shown that Member States identify temporarily disadvantaged areas on the basis of a range of different criteria, and these can lead to varying responses and varying levels of payment between the different Member States. I therefore welcome the rapporteur’s suggestion to leave some room to Member States to review the new criteria before commencing payments. However, there should be a time limit placed on this, as the entire reform process may be greatly delayed through the apathy of some Member States, which would not only have a negative effect on payments from these funds, but would also contribute to a confused legal environment in individual Member States.
