"In my view, EU cohesion policy is a central factor in the development and implementation of the principle of solidarity among Member States that the European Union advocates. As such, and particularly in times of crisis – when these funds can help specifically to mitigate the impact felt in the most deprived regions – it is essential to improve the current structure of cohesion policy, so that the funds can be allocated more efficiently and can produce more effective results in good time.
Moreover, the instruments need to be made more flexible, because rigid instruments that cannot adapt to unforeseen circumstances, such as a crisis, are damaging to the European Union’s economic development. It is also important to ensure that the funds made available under cohesion policy are being duly utilised by the Member States and that the available resources are spent efficiently. I therefore consider it vital to rethink not only the structure of Union cohesion policy but also the control mechanisms available, as well as the methods of coercion that can be used in the event of non-compliance by Member States."@en1
