"I believe it is essential for civil servants to be accountable to the general public. Therefore, they must objectively and rigorously account for how the public funds made available to them have been used. The Court of Auditors states in its report that the annual accounts of the Community Fisheries Control Agency for the financial year 2008 are reliable and that the underlying transactions are legal and regular. I am concerned by the observation made by the Court of Auditors that the Agency does not draw up a multiannual work programme, which is essential for effective financial management and clear target setting. The Administrative Board should therefore be congratulated on its decision to begin to develop this kind of programme. Such a programme will be essential for improving the Agency’s budgetary and financial management. Although the Court approved this management, it still has some shortcomings that need to be addressed. Like the rapporteur, I believe an important tool to introduce will be an effective means of managing staff members’ working time, by strictly setting the number of recommended hours for each project."@en1
