"I should like to start by congratulating the rapporteur, Evgeni Kirilov, and all the members of our Committee because, thanks to their persistence and decisiveness, we have managed to hold a debate today and proceed directly to the adoption of this exceptionally important report without wasting any more valuable time. I wish to emphasise the decisive role of the amendments in increasing the take-up of appropriations, reducing the bureaucracy and complexity of the rules, maximising the impact of financing on the economy as a whole and thus multiplying the benefits to citizens. In his audience, Commissioner Hahn quite rightly pointed out that, despite the fact that it is perhaps the most successful European policy, political cohesion has enemies as well as friends. The adoption of these amendments which we are debating today is an important step, but there is an even more urgent need for the European Commission to immediately take the next step, which is to bring its vision for political cohesion for tomorrow to the table, together with its ideas and proposals for the necessary changes to the framework, operation and competences, new tools and so forth. It is high time for this next step now before new unattributed documents surface."@en1
