"Mr President, ladies and gentlemen, as you know, over the last few years, unemployment has increased throughout all the countries of Europe – albeit in different forms from one country to the next – and is destined to increase further. Economists all agree that it will take at least two years for the tentative signs of recovery that are evident here and there to become the norm and that, in any case, for at least 10 years, the recovery will be so limited that it will not create any additional employment. This means that we will have a rise in unemployment, with job losses among those who are today in employment, and, at the same time, we will have generations of young people who are not and will not be able to enter the labour market. I ask you whether you do not think it is necessary, faced with such a situation, to promote a measure aimed at guaranteeing a standard income in Europe for all those who lose their jobs, and to regard the issue of young people as a kind of emergency and, hence, to come up with a specific training-related measure that will benefit them, for the entire time in which they remain outside the labour market."@en1
