"I could never suggest that the Commission go against the treaties, because it is its duty to ensure that the treaties are respected. What I am really asking Member States to do is to respect the treaty, and all the institutions have to respect the treaty.
The treaty strikes a balance and that balance has to be respected. It represents progress compared to the past, where we had completely different institutions to deal with what is, in fact, a very important common interest – namely the defence of European values in the world. I consider it possible, in full respect of the treaty, to achieve exactly what the treaty aims to achieve. That can be done in a spirit of good cooperation between all institutions and in full respect, of course, of our Member States."@en1
