"It is true that, quite surprisingly, some national politicians are making an intergovernmental reading of the Lisbon Treaty. The Lisbon Treaty was agreed precisely to increase the European dimension; to reinforce the powers of the European Parliament; to make it easier to take decisions by qualified majority voting; and to reinforce the role of the Commission in economic surveillance and external affairs. This reading is therefore quite surprising, but it is indeed happening. The role of the Commission is, of course, to be the guardian of the treaties, in accordance with Article 117 of the Lisbon Treaty, to protect European law and to be firm about the respect of European law, because the day the European Union is no longer a Community of law, it will no longer be a real Union. Secondly, its role is to promote initiatives and to take the lead in initiatives. To that end, it will do its job in trying to come forward with proposals which I hope will have the backing of this Parliament. In my political guidelines, I mentioned the special relationship with Parliament, and I really intend to make that a reality."@en1
