"The debate on the Commission’s programme is particularly important because it coincides with the beginning of a new era in the European Union. The need to adopt measures at this time of crisis that can address the challenges in the long term makes it imperative to prioritise job creation, regulation of the financial markets and stabilisation of the euro, which should restore the confidence of the public, as well as of the economic and social players. I would like to stress the importance of the cohesion policy in the implementation of the various European policies. Europe’s regions will only be able to achieve sustainable, integrated growth through a cohesion policy that has visible results and which respects the principle of subsidiarity, and through governance at various levels: national, regional and local. The objective of economic, social and territorial cohesion must guide the Union’s actions and must be achieved through adequate Community financing, with greater transparency, simplicity and efficiency in the use of the Structural Funds. It is vital to define the guidelines for cohesion policy and the financial perspective for the post-2013 period. I would like to draw attention to the situation in the outermost regions, which, because of their permanent structural characteristics, face obstacles that have a serious effect on their economic development and therefore require special measures."@en1
