It operates with complete independence. Within this spirit, the appointment of the individuals of which it is composed must be governed by capability and independence criteria. So, on the Council’s initiative, several individuals from various EU countries were put forward for the Court of Auditors. They all submitted their responded to a written questionnaire, and had hearings before the Committee on Budgetary Control.
