"Mr President, ladies and gentlemen, Mr Giegold’s report makes some interesting points concerning the current economic crisis, the worst since the process of European integration began.
I should like to emphasise that in a question I recently addressed to the Commission, I raised a question concerning the scope of the Stability and Growth Pact, which may be exceeded in certain exceptional cases, such as the implementation of public building and social housing projects. Such works are, in fact, intended for social purposes and are a response to housing emergencies experienced in particular in large cities, and it might therefore be advisable to tackle this type of problem by resorting to exceptional measures.
I therefore consider it desirable for the Commission to adopt a very clear position so that it may issue directives in respect of the Member States with reference to budget and spending limits imposed by the parameters of the Stability and Growth Pact on local authorities, which, particularly in the case of large authorities, need substantial infrastructure investment."@en1
