"Madam President, Commission, there will be a premiere in Washington on 20 April: for the first time, the Ministers for Employment of the 20 wealthiest areas on earth are to hold a conference. The voice of Europe needs to be heard loud and strong there. Four-and-a-half million jobs are in danger of being lost in Europe over the next three years and this will impact on growth, damage social cohesion and cause social unrest. Creating jobs must be a priority for Europe. Realistic, specific, quantifiable targets, both long-term and immediate, urgently need to be set. We urgently need to be able to safeguard decent work for the citizens of Europe. We urgently need to be able to safeguard the employment and pension rights of workers. We are close to forgetting the obvious: that work is a lever for growth. I think that we ultimately need to understand that we cannot talk of economic policy without keeping the employment parameter constantly in mind. I should like to close by saying that, otherwise, instead of talking about a Council of Ministers for Employment, we shall be talking about a Council of Ministers for Unemployment."@en1
