"The economic and social situation in the EU calls for a substantial change to be made in 2011 to the priorities that have guided previous budgets, including the current budget for 2010. The budget needs to be at the service of policies that are distinct from those that led to 23 million people losing their jobs and put 85 million at the risk of poverty.
The objectives of the multiannual financial framework which reduced the structural funds to 0.37% of the EU gross national income need to be reviewed, as these meant cuts in social and environmental programmes and in the fields of research, education and culture.
Future budgets must be instruments at the service of economic and social cohesion, rather than mere padding in the treaties. They must be at the service of full employment with rights, investment in public services, protection of the environment, cooperation and peace. They should not be an instrument at the service of the commercialisation of more and more aspects of social life, freedoms, lack of job security, structural unemployment, external interventionism and war. The thrust of the amendments that we have tabled to the report is in showing that there is an alternative, and one that is not only possible, but also necessary."@en1
