"Mr President, public consultations on the European Citizens’ Initiative have just ended, and it turns out that the consultations attracted only 323 respondents. This result shows that all the European Union institutions should now strongly engage in promoting this new instrument, because at the moment, it can be seen that very few people are aware of its existence. The results of the consultation do, however, show the direction which the Commission should take in framing appropriate executive legislation. Firstly, it is essential to establish common principles, which would apply throughout the Union, for the collection and authentication of signatures, and also to ensure that citizens will be subject to the same requirements, for example, as regards age. Another important matter is the introduction of a certain form of evaluating admissibility with the assumption that initiatives and initiators are aware that formal recognition of admissibility is not equivalent to the Commission putting forward a legislative proposal on a particular matter. I am sure the European Citizens’ Initiative can become an important instrument by means of which debate will be conducted in the future – broad debate on matters of interest to all Europeans. For this reason, I eagerly await an appropriate regulation from the Commission."@en1
