"Madam President, ladies and gentlemen, it is clear for all to see that the euro area is becoming increasingly difficult to govern with every passing day. The risk of state bankruptcy has not been eliminated, but despite the weekly meetings and summits of leaders and finance ministers, a clear solution has not yet been put in place. I hope that we do not have a mission impossible on our hands. The bailout of a Member State may not survive a probable constitutional appeal in Germany. These are all points that we should bear in mind and which I do not think have come out during this debate. I would, however, like to take the opportunity to mention that through its financial measures, the European Union should place solid, practical emphasis on the effective recovery of the small and medium-sized enterprises sector, which has been abandoned. What proportion of the huge sums given to the banks really ends up in the small enterprises sector, in my country – Italy – for example? How much of the Structural Funds? Only between 1-2% is used in the SME sector in some regions, according to bodies representing SMEs. These are real problems, affecting the real economy, which Europe should address very seriously and urgently."@en1
