"Mr President, ladies and gentlemen, on 27 and 28 February storm Xynthia assailed France. Almost 60 people died, and hundreds of thousands of people sustained considerable damage. The European Union must set an example in the face of this tragedy. That is why I personally had a hand in drafting this resolution calling on the European Commission to be extremely responsive. We expect it to provide financial aid to the disaster areas by means of the EU Solidarity Fund. If, as a result of this tragedy, the regions of Poitou-Charentes, Charente-Maritime, Pays de la Loire and Brittany request a change to their allocation of expenditure cofinanced by the European Regional Development Fund and the European Social Fund, the European Commission will have to examine these requests extremely favourably and very quickly. Leaving this resolution aside, I, like my colleagues from the Union for a Presidential Majority, am convinced that it is time to create a true European civil protection force. It alone will be able to provide vital additional aid in the context of a disaster such as this."@en1
