"Madam President, it is three years since the Council set itself a target of having up to 12 CCS demonstration projects in operation by 2015, and we have not got much to show for it yet. Yes, we have identified a source of funding and we have now got a draft decision from the Commission, which is awaiting confirmation by Parliament, as to how to use that funding, but it will not be until the end of next year before we are able to identify a project which will qualify for this funding. So the timetable is very tight and meeting that 2015 deadline becomes more and more difficult. There is slippage at every step of the way. Can I ask the Commission to consider these things. First, that timetable needs to be examined. Can days, can weeks be shaved off it at all? And, in particular, can we put as much pressure as possible on the European Investment Bank to keep within the allocation it has been given in the draft decision? Second, once Parliament’s comitology procedure has been concluded, the Commission should make an announcement about the timetable. It should publish this. That will help ensure that there is a minimum amount of slippage. It will keep everyone working towards a series of set deadlines. Finally, remember that the biggest single delaying factor is likely to be the application that project developers have to go through to get planning permission for the pipelines and the like to take away CO . That could be very lengthy. It could blow the deadline completely out of the window. So can I ask for a statement from the Commission, insisting that developers seeking European funding start applying for planning permission now. Let them put their money where their mouth is."@en1
