"As they deal with the same subject, the following questions will be taken together: Question 4 by Konstantinos Poupakis () At times of economic recession and crisis, the unemployed, low wage earners and pensioners on small pensions find it hardest to maintain a decent standard of living. The mobilisation of the European Social Fund and the European Globalisation Adjustment Fund has not had the desired effect, since 80 million of our fellow citizens are living below the poverty threshold. The European Social Model is based not only on good economic performance but also on a high level of social protection. In view of this, how does the Spanish Presidency intend, as part of a joint policy in cooperation with upcoming Presidencies, to support the lower economic and social strata so as to help them survive and, at the same time, protect groups of our fellow citizens who are at risk from poverty and social exclusion, thereby safeguarding the core of a social Europe? Question 5 by Liam Aylward () EUR 17 million has been provided for 2010 – European Year for Combating Poverty and Social Exclusion. Although this European Year will promote greater awareness of these particular issues, there is a need for an effective joint action in order to make a substantial difference to the millions of people in the European Union who are suffering because of poverty and social exclusion. What action does the Council intend to take which would lead to the adoption of concrete measures during this year? Would the Council explain how this European year, and its associated budget, will be used effectively to attain long-term results?"@en1
