"Labour MEPs welcome this annual review of the European Security Strategy and Common Security and Defence Policy, especially in the light of the changes brought about by the ratification of the Lisbon Treaty, and, in this regard, especially welcome the role of High Representative, Baroness Cathy Ashton, in the associated debate in Parliament. While voting in favour of the report as a whole, we decided to vote against paragraph 20, which proposes the establishment of an permanent EU Operations Centre. It is our longstanding position and that of the British Government that there is no need for such a centre, which would needlessly duplicate existing structures. On Amendment 20, we chose to abstain as, although we wholeheartedly welcome moves towards a world free of nuclear weapons, we note the inaccuracy in this amendment that the ‘US’ weapons in this context represent NATO, rather than US capability, and, as such, we believe that the question of the removal of nuclear warheads from Germany or elsewhere is a debate to be held by NATO allies including the US. It is not a debate for the EU as a separate multilateral entity."@en1
