"I would like to make several remarks on the European Security Strategy and the Common Security and Defence Policy. In the European Parliament’s motion for a resolution, the main threats and challenges which Europe faces have been correctly defined. The problem is that we are not able to respond to them sufficiently, at least not always quickly enough. There are three main weaknesses, and if we could overcome them, we would radically improve the effectiveness of the Common Security and Defence Policy. The first weakness is a lack of determination of all the EU Member States to have a common policy and not just a verbal declaration of its necessity. Secondly – weak coordination of the work of numerous European institutions. There is still no reaction centre at Union level for critical situations. Thirdly, and finally, the military and civil potential which is really at the Union’s disposal, and not just at the disposal of individual Member States, is too small. Problems with air transport, for example, are now proverbial, and this is of fundamental significance for a rapid reaction in crisis situations. Only progress in these three areas would make the Common Security and Defence Policy more effective."@en1
