Mr President, Commissioner, ladies and gentlemen, in this period, we have been talking a great deal about transport planning and we will be talking about it in the next period as well. I believe that it is discouraging to begin with the revision of the first package in light of what has happened up to now. We therefore need to be bolder in order to try and turn things around. I believe that everything rests on and revolves around three main points.
The first point, in my opinion, is the liberalisation of railway transport to create competition and stimulate competitiveness, obviously with clear and transparent rules for all, as has already been mentioned. The second key point is interoperability between the Member States and between the various internal modes of railway transport. The third point is, of course, safety, and safety certification has to be a prerequisite for obtaining a licence to operate. Still on the subject of safety, and in view of the common market, it is not enough to penalise the inefficiency of the States relative to the regulatory bodies: the powers of the European Railway Agency need to be broadened so as to give it greater authority over inspections and controls.
I believe that these are the efforts we have to make in the forthcoming period as we work towards the sustainable future of transport, the revision of the Trans-European Transport Networks (TEN-T) and freight transport, which is already under way in our committee and, not least, this revision that we must take control of and carry out in order to change the path that has been taken up to this point."@en1
