"The first European Roma Summit actually recognised the individual failure of European states to guarantee the Roma their rights and integration, and marked a first step towards adopting a common long-term strategy at EU level. Unfortunately, a huge discrepancy persists between plans and studies and putting them into practice in order to tangibly improve the life of the Roma community, which remains the most vulnerable ethnic group in Europe, at a time when they are facing the highest level of poverty and social exclusion. Indeed, their prospects are not at all encouraging if we consider that roughly half the Roma population is made up of minors due to the high birth rate and short life expectancy. I believe that the first step towards a coherent inclusion strategy must be to guarantee the young generation of Roma non-discriminatory access to education. This is the only measure which can play a crucial role in facilitating change so that the Roma can be integrated into the labour market and escape the vicious circle of social exclusion."@en1
