"Madam President, first, I think we are also very much looking forward to this impact assessment. We are really more or less sure that 30% will be good for the European economy and also in the race for green technologies.
I have two questions, Commissioner; one is on the quick-start money. How will you link with Mr Piebalgs to make really sure that this money goes to efficiency, to renewables and, in a decentralised way, to decentralised energy production combining this also with energy poverty? The second question is, how do you bring the large European cities and progressive regions into the game, internationally as well? I was really disappointed that, in last week’s EU 2020 paper, cities and regions basically do not exist. How can we even dare to think that we will move Europe forward while ignoring citizens’ regions in Europe and the impact they could have internationally?"@en1
