"Mr President, there exists today a broad consensus on the need for strong economic governance within the European Union. That in itself is an enormous change from recent years.
Last Sunday, Mr Schäuble said that, in this context, he was in favour of a European Monetary Fund and also of other proposals and options, such as the creation of a European debt agency, Eurobonds and even a European rating agency.
According to a Commission spokesperson, Mr Barroso, things are currently moving quickly. I have three very specific questions. First, is it true that the Commission is currently working on a proposal to create this European Monetary Fund? Secondly, is it true, as Mrs Merkel says – and I have my doubts about this – that this requires modification to the treaty? Thirdly, would you also agree that this fund could be nothing other than a first step towards a real European treasury, which we need with economic and monetary union?"@en1
