"Mr Daul, as you know, the creation of the European External Action Service is a very important innovation in the Treaty of Lisbon. This service will play an essential role in supporting the High Representative in her task of ensuring the consistency of our Common Foreign and Security Policy (CFSP). The aim is to strengthen the Union by allowing the Member States to have a greater involvement and increasingly to pool their currently separate efforts in relation to the CFSP. It is therefore not a question of placing European powers in an intergovernmental framework, quite the contrary. As you know, the Commission must consent to the Council’s decision on the creation of the service. We are holding a special meeting of the College on this issue on Thursday. For my part, I am in favour of a strong service, of a real European service that will represent an instrument of strategic coordination and a valuable interface between the Member States and the European institutions in the field of external policy. To fulfil its mission, the service has to find its rightful place in the architecture of the European Union, under the leadership of the High Representative who, as Vice­President of the Commission, is fully accountable to this Parliament and who is responsible for coordinating the other aspects of the Union’s external action within the Commission."@en1
