"As we heard during the debate, the proposal is to facilitate travel within the European Union for third-country nationals holding a long-stay D visa issued by a Member State. This is to provide a solution to situations when, for one reason or another, some Member States are unable or unwilling to issue a residence permit for third-country nationals in time, or they do not apply the framework provided by the Schengen regulations properly. The Hungarian Fidesz delegation abstained from final voting on this law because so far, Hungary has been able to transpose legislation correctly, there were no problems, and by using the opportunities provided by Schengen, we were able to provide this more efficiently. At the same time, we would like to emphasise that it is in the interest of Hungarian minorities living as third-country nationals in the neighbourhood of the European Union to be able to reside legally in EU Member State territories without any excessive administrative burdens. This requires laws both at Community and Member State level which do not counteract each other but reinforce our objectives."@en1
