"Mr President, I would like to say that I quite agree with and support the rapporteur and also Commissioner Malmström in finding a solution for this issue that is in line with the rule of law, respect for human rights, data protection and, of course, safety considerations, too. A lot of concerns were voiced. I would like to point out a few issues. In order to make this regulation work, first of all we need to study and learn more about the practices of each Member State. We are aware that some Member States are able to issue the residence permits in good time. These best practices can mean a lot to us. We need to coordinate Member State practices in order to increase trust. All Member States should use the SIS system – we know that not all of them do so today – and introducing SIS II and operating the VIS systems are extremely urgent tasks because these systems will provide guarantees in the long term. It is in Europe’s interest that third-country nationals residing here – students, businessmen, researchers – should be able to move freely indeed."@en1
