"I would like to draw the attention of my fellow Members to the excellent objective mentioned during his hearing by the new Commissioner for Transport, Siim Kallas. To my mind, what I heard impressed me as an excellent principle: the free movement of people is one of the most important freedoms. To this end, we need to integrate the rights concerning the various modes of transport and incorporate them into one integrated charter. We need transparent systems. I would like to remark that this topic is included among the priorities of the Spanish Presidency. Why is this so important? it is important because the 20-year-old directive fails in every area to take into account the rights of people living with disabilities when they are travelling, even when they are travelling in groups. People living with disabilities are given no opportunities whatsoever. That is why I come back to my remark at the beginning. An integrated charter of passengers’ rights would enable everyone – including people living with disabilities – to make use of transportation services, including group travel services. When this becomes a reality, we will truly be able to say that in the European Union, everyone can travel freely."@en1
