"I voted against this report, because the EU budget continues to constitute a minimum percentage of European GDP (0.97%), which does not cover the need to strengthen weak economies and societies and finance enlargement. The need for a bold increase in the budget, to at least 5%, is becoming more urgent, especially in the current economic crisis, which has hit the entire European Union, in order to address social needs and stop public spending cuts. It is within this framework that the problems of operational needs and the harmonisation of expenditure by the European Parliament and the European Union need to be addressed."@en1
