"This proposal for a regulation contributes to establishing a European energy policy that aims at efficiency, reliability and security. Energy efficiency is a priority policy for the European Union given the need to preserve and maximise resources and fulfil the commitments that it has made in combating climate change.
I would remind you that before moving on to new projects, the EU’s objective of achieving the target of 20% for energy efficiency must be taken into account. This means that investment projects in energy infrastructures must be compatible with the aim of achieving a minimum of 20% of energy from sustainable, renewable sources by 2020. The energy policy that is being advocated must ensure low carbon emissions and be based on solidarity and sustainability. The reliability of the system is important, as operation must be continuous. It must take account of the deterioration of the energy sector in terms of supply, which can be seen both inside and outside the EU. It is also worth paying attention to crucial investment in infrastructure that manages to avoid security problems in terms of energy supply."@en1
