A coherent EU energy policy is a complete non-starter unless the 27 Member States can provide accurate, comprehensive reporting on the energy investments which have been made separately in each of their countries. However, it is important for the European Union’s executive to bear in mind the need to protect the confidentiality of the information supplied by national agencies, as we are dealing with sensitive information from a very important market. Europe’s energy security is an important issue, but the Commission must be aware that the information received from each state separately cannot be disclosed, especially where it is of a purely commercial nature. Reporting on energy investment projects once every two years will allow the European Commission to prepare a regular analysis which will define the subsequent development of the European Union’s energy system. This will therefore make it possible to intervene in time when any gaps or problems appear. A mechanism needs to be found for complying with the reporting conditions requested by the European Commission in circumstances where the provisions of the previous regulation on informing the Commission about investment projects in energy infrastructure within the European Community were not complied with by all Member States."@en1
