"Mr President, Commissioner, Mr Martín Fragueiro, the current common fisheries policy has failed. Most fish stocks are collapsing. Eighty-eight per cent of fish stocks are being fished beyond the maximum sustainable yield. Thirty per cent of fish stocks are outside safe biological limits, meaning that they have little chance of recovery. Cod in the North Sea, which is being fished even before its reproductive age, is a typical example. The reform under discussion is therefore absolutely necessary. Protection of fishermen depends on protection of catches. If we are to prevent European fisheries from collapsing, we must reduce fishing effort and the European fishing fleet. The ecological approach must be the driving force behind a new common fisheries policy and must be accompanied by long-term planning, participatory procedures and the application of the principle of prevention. This long-term approach to species conservation must also be applied in all our international fisheries agreements. I call on you to adopt these basic principles, so that we can develop a decentralised and participatory system, in which decisions are taken at the lowest possible level, with the participation of fishermen and respect for the needs of marine ecosystems."@en1
