"Mr President, ladies and gentlemen, I agree with the idea of reducing the number of goals in the EU 2020 strategy to a limited number, provided that they are at least ambitious. Ambitious, firstly, as regards the reduction of our ecological footprint. Therefore, this is not just about the climate and, from that point of view, returning to the 20% figure is, in our view, far below what is really required. Not even 30% is ambitious. Next, an ambitious goal concerning the reduction in inequalities: for example, reducing the level of poverty in Europe by 50% by 2020; that certainly would not be a maximum to achieve. An ambitious goal with regard to education, research, development and innovation, and, of course, an ambitious goal with regard to job creation. These goals, as has already been mentioned, must be measurable and must be binding; whether it is a bonus-malus system or something else matters little, but we need results. However, we will not achieve these results without two absolutely vital ingredients. The first ingredient is strong market regulations and, from that point of view, Mr Van Rompuy, the developments with regard to financial market supervision and the positions adopted by the Council worry us greatly. As regards the second ingredient, I would like to stress what Mr Daul said. Indeed, Mr Daul, Member States will have to abandon more of their sovereignty, in particular in the fiscal area. I wonder where the Group of the European People’s Party (Christian Democrats) stands on that. Without strong fiscal convergence, we will be unable to bring stability back to our public finances and build our tax system on a sustainable basis. We are thinking of energy, we are thinking, of course, of taxation on financial transactions."@en1
