".
The rejection of the temporary agreement on the transfer of bank data to the United States via the SWIFT network due to factors relating to the protection of personal data, proportionality and reciprocity must not be regarded as an exercise by Parliament in using the new powers introduced by the Treaty of Lisbon, but as a political message from Europe. By rejecting this agreement and voting in favour of the European Parliament’s recommendation, we have shown that a major political decision cannot be taken when it violates the provisions of the Treaty of Lisbon and, in particular, the Charter of Fundamental Rights. When a new agreement has been signed, this time on a long-term basis, and when it ensures protection for the data of European citizens, the European Parliament will give its positive assent. The fight against terrorism remains one of the major challenges currently facing us. In this situation a new agreement is necessary, but it must be negotiated better to guarantee proper protection for European citizens. This is why, when drafting a new agreement, Parliament must play a key role in a procedure which respects the letter of the Treaty."@en1
