"Mr President, if Burma has decided to hold parliamentary elections for the first time in 20 years, this may mean a step forward in the process of democratisation, if the elections, planned for this autumn, are honest. In other words, they must firstly be general, with every adult citizen being able to vote or stand for election, including Nobel Laureate Aung San Suu Kyi and 2 000 other opposition activists who are currently in prison for political reasons. Secondly, the elections must also include the several million Burmese who, afraid of torture and death, have fled to Thailand, Bangladesh or India. It should be made possible for them to vote in their original place of residence. Thirdly, members of the Burmese army should not have a guarantee of 25% of the seats in parliament, because this strikes at a fundamental democratic mechanism and distorts the election results at the outset. Finally, the Burmese government must respect the rule of a secret ballot, and must allow the elections to be monitored by international observers and Burmese media. If these demands are ignored by the government in Burma, I think it will be imperative to continue restrictive measures against the regime in accordance with item 16 of the resolution."@en1
