"− The SWIFT agreement allows the US Treasury Department to access data regarding financial payments, with the aim of preventing and combating terrorism and its financing. Owing, however, to technical aspects of the SWIFT system, this cannot be limited to the searching of specific data relating to individuals suspected of being involved in criminal activities. Consequently, the system has to transfer, in full, information about all the transactions within a particular country on a particular date. This situation does not jeopardise the protection of European citizens’ and companies’ data as it respects the principles of proportionality and necessity. As a matter of course, the fight against terrorism involves international legal cooperation and, in many cases, the transfer of personal data, such as bank details."@en1
