"Mr President, the economic crisis has created a social crisis – there is no other way of describing a situation in which unemployment has grown by three, four or five times, as compared with the period before the crisis. In the past year we have in this very Chamber made a European economic recovery plan, a plan which envisaged the fulfilment and financing of the decisions, within the context of the Progress programme.
Of course, the situation is complex. Reducing unemployment cannot be done all at once. I supported the Commission’s additional measures regarding micro-credit financing. It is, however, unacceptable that they wanted to take the easy way out and take money for credit financing from the funds for the Progress programme. I could not support such an approach, and therefore I voted for the compromises put forward in Mrs Gönczi’s report."@en1
