"Madam President, I would like to put a question to the Commission in the context of the questions asked by my colleague, Mr Nitras, who is unable to be present, today, due to problems he has encountered in getting to Strasbourg. Firstly, I would like to ask the Commission if it could comment on recent legislative changes in Member States in the context of joint rulings of the European Court of Justice. Secondly, does the Commission still envisage taking legal measures to introduce common frameworks which could regulate transactions associated with online games of chance, having regard principally to consumer protection and the fight against gambling addiction, and also to the growing presence of organised crime in a system which is not properly verified and controlled? In relation to this, does the Commission agree that, despite the common EU regulations in force today, Member States are still not able to moderate the gambling of their citizens, in spite of the use of bans, for example? In this area it seems that legal regulations are not adapted to the current situation and the developing Internet service market. In relation to this, my question is as follows: what measures does the European Commission intend to take in this area to set down, perhaps, common legal frameworks, which would be the same for all Member States?"@en1
