"Madam President, as the 2009 figures show, and as has already been indicated, the financial crisis which broke out at the beginning of 2008 has considerably reduced trading figures. In any case, it seems that we have managed to avoid the serious temptation of protectionism which occurred during the crisis of the 1930s, and it seems that the trend for the emergence of new restrictive measures disappeared at the end of last year. This is demonstrated in the Fifth report on potentially trade restrictive measures adopted by the Commission at the end of last year. Nevertheless, many countries have adopted these restrictive measures, countries with different economic bases such as the United States, China, Argentina, Russia and Indonesia, but also many developing countries. And it is these countries, the developing countries, which need open markets that can receive their products. For that reason, I call on Mr De Gucht, in his capacity as Development Commissioner, to work towards broader and freer trade in the world, towards the European Union taking the lead in reducing protectionist barriers in developed countries and to work towards a greater commitment to taking development into consideration in trade negotiations."@en1
