"I hope that the Ukrainian authorities will step up their efforts to cooperate externally with the European Union and to come into line with European standards internally. The Eastern Partnership and Euronest initiative offer a suitable framework for this. Regardless of the political hue of the new administration, the question is not whether the Ukraine should remain eastern or become western. The question is whether the Ukraine can consolidate democracy internally. This means establishing democratic norms and protecting human rights. One sensitive area is, for instance, the situation of the Romanian-speaking minority in Ukraine and their right to education in their mother tongue. On the foreign policy front, Ukraine must be encouraged towards cooperating with the European Union through developing good neighbourly relations with EU Member States. However, it is just as important to involve Ukraine in the European processes for cooperating on the Black Sea region. Finally, consolidating relations with the pro-European government in the Republic of Moldova may be an immediate, beneficial step towards a good neighbourhood policy."@en1
