"Nearly 10 years after 11 September, the terrorist threat is still present, and aeroplanes are one of the tools favoured by terrorists to strike at our countries. We must find a way of protecting our citizens and preventing them from becoming the victims of terrorist acts. Body scanners may be one of the ways of strengthening security in airports and on board aeroplanes. Before taking a decision, however, we must make sure that these machines do not infringe individual liberties and that they are not harmful to the health of travellers or of airport staff. I await with great interest the study that the European Commission will submit on this matter in March. In dealing with all the different aspects associated with their use, this report should make it possible to certify the scanners throughout Europe, guaranteeing the protection of civil liberties and health while improving security. In order that all citizens should benefit from the same protection, I hope that, following the submission of this study by the European Commission, we shall encourage Member States to come to an agreement on this matter."@en1
