"Madam President, ladies and gentlemen, I should like to congratulate Mrs Oomen-Ruijten on her painstaking work. However, there seems to me to be a difference between the text adopted last year and the one that is now being proposed to us on Turkey. Parliament, in its 2009 resolution, highlighted the negotiations in Cyprus but did not set any preconditions associated with the colonies or the Famagusta situation. These issues are dealt with in the six negotiating chapters which are being handled under the auspices of the UN. I therefore think that Parliament’s taking such a strong, one-sided position may harm these negotiations and render us partisan. As the former commissioner emphasised on 16 November 2006, the restitution of Famagusta to its legitimate inhabitants is an issue which will have to be dealt with under the auspices of the UN, as part of an overall settlement of the Cyprus issue. I should like to quote another of the Council’s conclusions. In 2004, the Turkish Cypriot community clearly expressed its desire to have a future within the EU. The Council resolved to put an end to the isolation of that community and to facilitate the reunification of Cyprus by encouraging the economic development of the Turkish Cypriot community."@en1
