lpv:translated text	"Mr President, ladies and gentlemen, concluding negotiations with Croatia during 2010 is a feasible aim and the Swoboda report is a balanced examination of our progress and the steps we still need to take. Justice is now the area in which hard-hitting reform is still required. It is not enough to complete the necessary system reforms, adopt new laws and cooperate as required with the International Criminal Tribunal for the Former Yugoslavia. I stress the need to build a true legal culture and mentality in line with European standards. Crucial to this is the independence of the judiciary, which is a central issue, and also the training, recruitment and career of magistrates, in other words, the fact that the government must not impose conditions of any kind on judges. I call on the Commission to consider the need for hard-hitting measures that address these issues during the final stage of the negotiations."@en1
