"Madam President, ladies and gentlemen, the weakness and the recent crisis in certain euro area countries are not just the result of the difficulties of Greece, Portugal and Spain, but also those of the Union itself. This is not a problem only in terms of economic resources, but it is also a political problem. Before attending to sick countries, Europe must attend to itself, because the real problem behind this crisis is also the Union’s weakness. Common and effective rules and instruments are required. Firstly, we need to expedite supervision reform and to create a system that actually works and does not merely replicate the existing authorities, which have proven to be ineffective in predicting and managing the recent crises, and to move beyond the bureaucratic logic, which, up to now, has been adopted to deal with systemic crises. Secondly, it is therefore necessary to coordinate and harmonise fiscal policies, even at the cost of leaving behind the more reluctant countries. Some maintain that intervention is required on the part of the International Monetary Fund, ignoring the catastrophic signal that this would send out to financial markets in terms of the direction in which the euro area would be heading. In the case of the current crisis situation in several euro area countries, the European Union has a political, social and moral duty to take action."@en1
