"Parliament and the Commission will confront key issues for the European Union, namely the reversal of the crisis by means of the recovery of the economy and employment, the balancing of the public finances of the Member States and the negotiation of the financial framework for the post-2013 period, regarding which I would emphasise the importance of the cohesion policy. I had the opportunity to question the Commissioner-designate for Regional Policy, Johannes Hahn, with regard to his interest in the creation of a specific programme of permanent financial support for the outermost regions. I also presented him with a proposal for a more flexible system of eligibility for receipt of structural funds for ‘transition’ regions, i.e. those which find themselves caught between the objectives of ‘convergence’ and of ‘competitiveness and employment’. As well as displaying competence and rigour, the Commissioner-designate showed he was prepared to examine these possibilities, which gives me confidence in his future willingness and sensitivity towards outermost regions such as Madeira. I gave my vote of confidence to this team of Commissioners, which will be led by José Manuel Barroso, as in general, they have shown good technical preparation, seriousness and ambition to be able to respond to the challenges of the EU without forgetting the values which underpin its creation, namely solidarity and territorial cohesion."@en1
