lpv:spoken text	"Interinstitutional relations between the Parliament and the Commission are moving in a different direction with the Lisbon Treaty. We parliamentarians are sending a clear message to the Commission that the European Parliament never again will be a mere observer but an equal player in the shaping of European policy. Policy actions at the Community level lack coherence and leave Europe totally disabled when unexpected situations come up. And when they do come up, we are unable to respond to them in an effective and coordinated manner. The President of the Commission has committed himself to engage in an open, transparent and constructive relationship with the European Parliament in order to set clear and feasible policy aims together and to ensure high quality legislation. It is now time for Mr Barroso to remember his promises and to ensure that the requests of the European Parliament are clearly reflected in the Framework Agreement."@en1
