"I just wish to raise one particular point regarding cooperation on taxation between Member States. This was a major issue of sensitivity during the Irish referendum campaign on the Lisbon Treaty. There is just a note of caution I wish to give my colleagues in Parliament. Cooperation between Member States is the foundation of this Union; however, that cooperation has always been based on mutual consent. What we must be careful of in the field of taxation is not taking into account the needs of certain Member States. Certain countries need to apply rules differently: if, for example, a country is an island, or does not have a population to support a large, functioning market, it needs to use every advantage at its disposal to attract investment. I call on colleagues to bear this in mind when making proposals on this matter. Proposals should not interfere with subsidiarity. Any proposals will need the approval of Member States. It is not an unimportant element of this debate."@en1
