Once this procedure has been completed, we shall need, within the framework of this new type of governance, to address the question of a common foreign policy, the question of a common economic policy, the question of closer ties between the members of the Union and solidarity and the programming of the future of Europe. A future that will need to tread extremely carefully as regards the enlargement of Europe to include other countries, and, more importantly, as regards immigration, which is a massive problem in terms of the future of Europe and should, I believe, be addressed not only within the framework of national governments, but also under a common policy by the European Union.
